Please understand the leagues run by the USFS are not about money. It is about fun, friendship and entertainment. You are paying for quality service, professional run leagues, fair play, web page, stats and more. If your not willing to pick up a phone and talk to the commish in person then your problem is not considered a priority.

US Fantasy Sports offers prizes but please understand we also have costs and must pay those working for us something (mainly the commish). If you would like any information about the finances of the league please write to us and request it, our books are open for all audits.

CREDIT BALANCE AND DEPOSIT RULES

Credit balance will be held on customer accounts. The first $75.00 will be awarded in the form of US Fantasy Sports Dollars! These dollars can be use as a form of cash at US Fantasy Sports. Any credit balance greater than $75.00 can be requested at any time after January 1 and will be mailed prior to the Free Agency. Interest maybe paid at the  discretion of US Fantasy Sports. 

If you leave US Fantasy Sports you must redeem you US Fantasy Sports Dollars within 365 days or they will be considered null and void.

Due to keeper/long term nature of these league we have a Deposit Rule. The rule requires that all team owners leave on deposit with USFS $50.00. This rule will only be put into place on new teams and in existing leagues were owners have more than $75.00 in winnings. Any amount won above $50.00 but not exceeding $125.00 will be held for the deposit. Once a deposit is on file there will be no additional money held outside of the teams payment as outline above. USFS reserves the right to hold money by owner vs. by team. The $50.00 Deposit may not be used towards your annual fees.

TEAMS/DIVISION/LEAGUES

There are 12 Teams in Each League
There are 3 Divisions in Each League
Each team will be competing based on Head to Head competition only. Head to Head play will take place from:
Week 1 through Week 13 of the NFL Season,
Playoffs Week 14-15, Superbowl and Toilet Bowl Week 16.

Team names are encouraged to be a US Cities or States or Re-Name a team with an NFL franchise.
Example: Washington Timberjacks - Las Vegas Aces

Teams
Each team is made up of 16 players. There are no rules regarding the number of players you need at each position! We leave that totally up to you the team owner. The only rule we have is that each team must be able to field a lineup (see lineup section of rules).

Team Data and Line Ups
Each team is made up of 16 slots including a team defense. 7 players will be selected to play each week along with the defense. All submissions must be in prior to any player playing, if not, previous week's selection is automatically selected. Skip weeks should be taken into consideration!! In an emergency: you may phone in your lineup to the commish or e-mail it in (please also copy the team you are playing if mailed). If a line-up is not submitted prior to the deadline then the previous week's line-up will be used. If it is the first week of the season, your lineup will be based on your draft order of players, Double Back or Standard formation will be used or at the desecration of the USFS commish.

Line Up Formations:

Weekly Line-Ups will be as follows:
You always need: 1 QB, 1 K and 1 Def Team
1 QB, 1 K and 1 Def Team - 1 RB 4 WR - West Coast
1 QB, 1 K and 1 Def Team - 1 RB 3 WR 1 TE - West End Set
1 QB, 1 K and 1 Def Team - 1 RB 2 WR 2 TE - Single Back/Double TE
1 QB, 1 K and 1 Def Team - 2 RB 3 WR - Standard Set
1 QB, 1 K and 1 Def Team - 2 RB 2 WR 1 TE - Double Back
1 QB, 1 K and 1 Def Team - 2 RB 1 WR 2 TE - TE Power Set

These are the only options. Any differences may result in an invalid lineup and force us to use your previous week's or if it is the first week of the season to select your lineup in draft order with TE Pro Set outlined above.

Position Eligibility

Player position eligibility will be based on what position the player is listed at per http://www.nfl.com, the official web site of the NFL. If a player is listed at multiple positions you may use him at either one but must disclose his starting position on your lineup. Please bare in mind that the position listed at the site is considered the player offical position. To request a change please mail the commish.

KEEPER/CONTRACT PLAYERS

Each Team will be required to sign all 16 player to one of the following contracts:

One - Franchise Contract
Each team must name a Franchise Player. Once you sign a player to a Franchise Contract that player is 100% protected.  In many ways you could call them a lifetime player as long as you have them listed as your Franchise Contract player. You may not sign them to a lower contract. Once released you may not pick them back up in the same given year or the following year! Once a Franchise player is released you must name a new Franchise Contract Player after the draft of the following season. If you are naming a rookie as Franchise Player must be a first round draft selection. The cost to rename a Franchise player is as follows:

If you paid more than 10 CB's/Million for the player during FA – FREE.  If you paid less than 10 CB's/Million’s for the player during FA – Difference between 10 and amount paid.  If you do either of these you must e-mail the commish with this transaction.  Please don't do them yourselves as the system will charge you for the move.

If may name a rookie picked in the first round as a Franchise Player – FREE.  You may upgrade a 4, 3 or 2 year player to Franchise at a cost of 10 CB's/Million.

Three - Four Year Contracts
Each team has three (3) of these contracts to sign players. You may not re-sign a player during the season to the same or a lower contract. After this players 4th year he becomes a Restricted Free Agent. These players may be dropped and existing players contracts can be extending or a free agent may be signed to a four year deal. Four Year Contracts players can become Franchise Contract players. By becoming a Franchise Contract player, you could keep that player on your team forever.

Three - Three Year Contracts
Each team has three (3) of these contracts to sign players. You may not re-sign a player during the season to the same or a lower contract. After this players 3rd year he becomes a Restricted Free Agent. These players may be dropped and existing players contracts can be extending or a free agent may be signed to a three year deal. Three Year Contract players can become Franchise Contract players or Four Year Contract players. By becoming a Franchise Contract player, you could keep that player on your team forever. By signing a player up to a Four Year deal you are extending his contract for one year.

2 - Two Year Contracts
Each team has two (2) of these contracts to sign players. You may not re-sign a player during the season to the same or a lower contract. After this players 2nd year he becomes a Restricted Free Agent. These players may be dropped and existing players contracts can be extending or a free agent may be signed to a two year deal. Two Year Contract players can become Franchise Contract players or Four Year Contract player or Three Year Contract players.

By becoming a Franchise Contract player, you could keep that player on your team forever. By signing a player up to a Four Year deal a Three Year deal you are extending his contract two and one year(s) respectfully!

Fifteen - One Year Contracts
First thing you are going to ask is if you only get 16 players why do you get 15 One Year Contracts. We want to give you the ability to sign all your players to one year deals if you so desired, of course you have to assign one to the Franchise Contract so there's 16!! You have a total of 9 extended contracts and if you filled them all the remaining 6 players would be on one year contracts. Think about this for a minute and realize most teams have 2 kickers and 2 DT. Of course you do not have to fill all your extended contracts, that is 100% up to you as an owner. Each team has fifteen (15) of these contracts to sign players. After this players one year he becomes a Restricted Free Agent. This player/team may be bid on by team in the league! In order to keep the player on your team you must match the other teams bid or let the player go!

One Year Contract players can become Franchise Contract players or Four Year Contract players or Three Year Contract players. By becoming a Franchise Contract player, you could keep that player on your team forever. Four, Three, Two year contracts extensions would be for the term of the contract. You may not re-sign a player during the season to the same or a lower contract. Once a contract has Expired the player becomes a Restricted Free Agent!!

Each team will be given 30 Contract Bills (CB's/Million). Think of them as one million dollars each.  So now you have a team of 16 players on contract and 30 CB's/Million. The league reserves the right to change the number of Contract bills each year. When you sign a player to a contract at the draft it is FREE!!!!!

This is where the game gets interesting and the bidding process begins. The Restricted Free Agent market is an Open Bid system. (See Below under Draft for more Details)

Contract Bills or Millions
Each team is given 30 CB's/Million following each seasons draft. CB's/Millions are the monetary way you will acquire players outside any draft.  It is also the method you will use to acquire free agents at any time and players during the free agency period.  All players not on a team are considered free agents, a players who's contract has expired is considered a restricted free agent.  Contract Bills maybe carried over year after year after year.

Teams may sign players to longer contracts but there is a cost!  For each additional year you offer a player it costs you (1) One CB/Million. So if you wanted to sign C. Dillon from a One Year deal to a Three Year Deal it will cost you 2 CB's/Million!   The system will automatically charge you for any move you make.

You are always allowed to sign a player to a better contract but are never allowed to sign them to the same or lower lower contract. Players may only stay on a roster for a duration of 4 years and then MUST become a restricted free agent or free agent regardless to where a contract is assigned.  Lets say you have a player get hurt and need a free agent, or your current player just sucks.  You may pick up a player on a first come first serve basis but must sign them to a contract. If you give them a One Yr it will cost your team 1 CB/Million, Two Yr 2 CB's/Million, and so on. NOW YOU understand the 15 slots a One Yr.  Only problem all those players will become Restricted Free Agents at the end of the year. Bonus Award:  Each team will be awarded 2 CB's/Million at the end of each season for each lose that they had during the season. This will allow the poor teams to rebuild.

FREE AGENT = "Not on a Team" “A player cut off of a team”
RESTRICTED FREE AGENT = "A Player whose contract has expired but the previous owner maintains matching rights on that player.
DRAFT DROP = "A player dropped during the draft and to be bid off at the end of the draft" If a player is not acquired during free agency then he may be drafting during the rookie draft. Free Agents may NOT be picked up prior to the Rookie Draft. Free Agents may not be picked up until after OR DURING THE DRAFT.

Free Agency bidding period - Opens when all teams are confirmed.  Preference May 1st.  (We make no guarantees on when FA will start)
Bids will take place in the Free Agency System for each league!!  Dates may vary from year to year.

A time period will be set when stale bids will be considered 10 days.

If a bid is stale the last bidder will be awarded the player. A time period will be set when a stale bid will considered 7 days.

A time period will be set when a stale bed will be considered any where from 5 to 2 days. A time period will be set when a stale bed will be considered 24 hours.


Any outstanding bids at the end of FA will be settled between all bidding owners for that particular player and the commish. This action may require a live FINAL bid night to be set by the commish.

Please do not overbid during Free Agency, keep in mind your Contract Bills (system limits overbidding to 25%)  Once a player is posted on the board as pending then the previous owner will have 72 hours to match the bid.
You may bid on any player that is not on a team, as long as they are not a rookie and played on a NFL team the previous year. If you need a player added please let the commish know ASAP!  If a player is not bid on then they will be put in the Rookie Draft pool

At the end of each season many players will become Restricted Free Agents and you can bid on them during free agency. What this system forces you to do is keep your good players tied up so that do not become a Restricted Free Agent. In many ways this system works along the same lines as the NFL system. The idea is to make you think just like a real NFL team has to. We believe worth on a player is only as important as the contract you assign him (Under the System).

Players will be awarded by the free agency system and the right of first refusal will be given to the existing team. If the previous owner refuses to match the bid the player is given to the team that bid the highest for him. We will give the previous owner a total of 3 days to claim a player. If the player is not claimed he goes to the new team. If your going to be out of town or on vacation you might want to have a friend run you team or to let the commish know what your plans are. The top bid wins the player but the current team has the right to maintain a player by matching the bid. Bids may be split down to the .1 level! In other words you could bid 1.2 or 3.8 or 4.6!

You may not have more than 16 players on your roster at any given time. If you have more than 16 the commish may cut the last player signed to your roster. An e-mail would be set to you advising you of any possible action. Please don’t make sure take action! Make sure you know the number of slots you have open on your team. You may cut players by mailing them to the commish.  Any player cut will be added back to the Free Agency system and the team cutting them will be charged if the player was won in Free Agency.

Teams are encouraged to work their teams. Between January and April of every year a player needs to make sure they are adjusting their team and making contract changes. Often times this will mean that you need to cut a player to free up a contract. If you have a player that is on a 3 year contract that expires in that year you only have 3 options with that player: 1) Keep the contract tied up and retain the player rights “Restricted Free Agent Rights” 2) Cut the player and assign the contract to another play, waive your rights or 3) Sign the player to a higher contract.

While there are more rules below about trades I wanted to let you know that trades are very much a part of Free Agency.  Many deals get worked during the Free Agency period.  Trades could be player of pick, player for CB's/Millions, player of CB's/Million’s, pick for CB's/Million’s and so on.  Don’t be afraid to work a trade up and offer it to another team!

The penalty for overbidding is - 5 CB's/Million penalty flat and can come out of the 30 new CB's/Million if needed. If it has to come out of the 30 that owner would not be allowed to bid on any further players during FA period. Please don’t get caught overbidding. The system will allow you to go 25% over so watch yourself. You have to have the CB's/Million’s to pay for the player at the time of signing. The hour you won him if a free agent or if a restricted free agent, when the previous owners time to match or non match is done.

Draft Notes:
Any player including rookies on an NFL roster but not currently on a league team is eligible. If a team has 16 players they may pick during the draft but must drop a player first.  Players dropped during the draft will be auctioned off at the end of the draft and teams will be able to use their NEW 30 CB's/Million.


SCHEDULE/PLAYOFFS

Only one team at a time may advance out of a Division. All Divisional tie breakers must take place first.

Playoff Seeds are determined as follows:
1. The Division Champion with the best record.
2. The Division Champion with the second-best record.
3. The Division Champion with the third-best record.
4. The Wild Card club with the best record.
5. The Wild Card club with the second best record.
6. The Wild Card club with the third best record.

To break a tie within a Division

If, at the end of the regular season, two or more clubs in the same division finish with identical won-lost-tied percentages, the following steps will be taken until a champion is determined.

Two Clubs
1. Head-to-head (best won-lost-tied percentage in games between the clubs).
2. Best won-lost-tied percentage in games played within the division.
3. Best net points in all games.
4. Coin Toss

To break a tie for a Wild Card Position

If it is necessary to break ties to determine the three Wild-Card clubs, the following steps will be taken.
1. If the tied clubs are from the same division, apply division tie breaker.
2. If the tied clubs are from different divisions, apply the following steps. Two Clubs
1. Head-to-head (best won-lost-tied percentage in games between the clubs).
2. Best won-lost-tied percentage in games played within the division.
3. Best net points in all games.
4. Coin Toss
Three or More Clubs
(Note: If two clubs remain tied after third or other clubs are eliminated, tie breaker reverts to step 1 of applicable two-club format.)
1. Apply division tie breaker to eliminate all but the highest ranked club in each division prior to proceeding to step 2. The original seeding within a division upon application of the division tie breaker remains the same for all subsequent applications of the procedure that are necessary to identify the two Wild-Card participants.
2. Head-to-head (best won-lost-tied percentage in games between the clubs).
3. Best won-lost-tied percentage in games played within the division.
4. Best net points in all games.
5. Coin Toss

Schedule
The regular season schedule will consist of (13) games:
(2) divisional games against each divisional opponent) and (8) inter-conference games (based on a set 13 team schedule). Schedules will be published and posted on the web page by the start of the season.

Playoffs:
Top (6) teams will advance to the Superbowl Tier and the Bottom (6) teams will drop to the Toilet Bowl Tier. The Superbowl Tier will consist of the (3) Divisional winners and the top (3) wildcard teams. All of these positions will be determined using the rules outline above! Each team will be ranked and placed into there Tier.

Transactions during the Playoffs:
Teams must have the ability to field a lineup. If they can not field a lineup due to injuries, then they will be
allowed to pick up backups of their players. If those backs up are taken the team is SOL. We believe that
on any given Sunday you should have the right to compete just like the NFL. If your only caring the least
number of starters your SOL. In other words, if you only have one QB and he gets hurt, or if you have one
QB hurt and one ok prior to the close of Drop Adds and don’t cover yourself, your SOL! Commish will consider on a case by case basis only.

SCORING RULES:

Quarterbacks
3 Points are awarded for each TD pass thrown
6 Points are awarded for each TD scored rushing
6 points are awarded for each TD scored receiving a pass.
.025 For Each Yard of Passing.
.05 For Each Yard Gain Rush or receiving.

Running Backs, Wide Receivers or Tight Ends
3 Points are awarded for each TD pass thrown
6 Points are awarded for each TD scored rushing
6 points are awarded for each TD scored receiving a pass.
.025 For Each Yard of Passing.
.05 For Each Yard Gain Rush or receiving.

Kickers
3 points awarded for each field goal
5 points awarded for each field goal beyond 49 yards
1 point is awarded for each extra point
3 Points are awarded for each TD pass thrown
6 Points are awarded for each TD scored rushing
6 points are awarded for each TD scored receiving a pass.
.025 For Each Yard of Passing.
.05 For Each Yard Gain Rush or receiving.

2 Point Conversions
If a player QB, RB, WR, TE runs in the 2 point conversion, he is awarded the two points. If it involves a
pass the player catching a pass is awarded 2 points. Only the player scoring will be awarded the points

Defense
1 Point for an Interception
1 Point for a Fumble (only as awarded to the Defense at NFL.com)
1 Point for a Sack
2 Points for a Safety
6 Points for a TD scored by the defense.
No Kickoff and Punt Return Yardage allowed, or TD.s from a player on a
kickoff or Punt Return. Special Teams players are not scored - including
Blocked Putts and fumbles recovered on Punt and Kickoffs for TD's

Shut Out / 10 points!
Hold Team Less then 9 points / 5 points!
Hold Team Less then 14 points / 4 points!
Hold Team Less then 19 points / 3 points!
Hold Team Less or Equal to 24 points / 2 points!
Over 24 points allowed / 1 point!

Tie Games
Will be a tie!! Scoring goes to the thousand digit! Very rare!! If there is a tie in a playoff game then the tie will be broken by your lineups total rushing and receiving yards - if still tied go to total passing yardage.

Yearly Draft
Each Yearly Draft will take place in July or August after the Free Agency period!
Each Year we will hold a Rookie Draft. Players that were not bid on during free agency may also be drafted.

Draft Order
The Rookie Draft order will be based on two factors 1) Wins vs. Loses and 2) Overall Points! The order will be Worst Team First and so on. Draft 12-1, 12-1 and so on! Teams will be allowed the number of picks needed to fill there roster with 16 players!

First Year of the league (Serpentine Draft – See below)
All other years (Worst First 12-1, 12-1 - Regular Worst First ever round!)

First Year Draft
Each Draft will be made up of 12. If a team does not show up for the draft, a team will be picked by the commish or a named party or system. All drafts are held in a serpentine manner for the leagues first year and then worst first and in NFL style going into the future. Odd numbered rounds are selected in the order 1-12 and even numbered rounds are reversed 12-1. The draft order will be based on final rankings of teams based on the regular season points. New league draft orders will be determined randomly by using a random dice machine located at http://www.irony.com. If a team changes owners, the new owner inherits the draft position earned by the previous owner and his team.

Drafts are in 16 ROUNDS
ALL TEAMS must be PAID for by DRAFT DAY!!!
Each team will be made up of 16 slots. Who you draft is totally up to you, it's your team. In the event that a pick is deemed out of place by the monitor we may step in and ask for a re-pick (in other words no kickers in the first round or some wild pick)

Drafting (First Year Draft)
We are asking that you know the draft order and pick as soon as it is your turn. This will save us a lot of time during the draft. There will be a ONE MINUTE max time limit for each team to draft. In the event that you get kicked off the computer and you are not present for your pick we will hold the draft for a reasonable period and call you immediately on the phone for your pick, or you may call us 763-428-1231. Please let us know if you are having computer problems. After holding, if you do not sign on the Monitor will pick your player thus re-starting the draft.

Drafting (Existing League)
We will usually have posted a drafting order prior to the draft date which shows all the trades that have been made. We will also usually publish a common draft list from the players from the previous season (this is not a perfect list) Watch your e-mail or bulletin board for these items. Most of the time the final draft is published 1-24 hours prior to the draft.

Each team will be given a total of 5 minutes to make their pick. This is so that teams can make trades and negotiate with other teams. If your not going to make a trade or are not entertaining a trade we will enforce a 2 minute pick time. When it is your pick you should let us know if your looking to trade the picks. Announce in the room that your trading the pick. If you don’t make a declaration you will be given a strict 2 minutes.

Unable to make Draft day!!! We have a solution! The alternate draft option! There is a form that you can fill out that will allow you to draft and not even be present. Please see the league commish for this information or make arrangements with the commish about your teams draft. Or just make your own list and mail it to the commish, or have a friend draft for you. PS: Over the years the commish has drafted many outstanding teams.

As stated you may trade draft choices before and during the draft! Once the Draft starts we need the room to be quiet! You can IM others and talk that way but pay attention to the draft!! The Draft is very serious and we must respect each other. I want everyone to have fun but at the same time the more respect we give each other the faster the draft will go. Be prepared to pick, have a sheet to check off players selected by other teams. Be polite and take your time. Plan 3 hours for the total time for the Draft! If you have any questions please E-Mail us, don't wait with your questions. There will be no league questions on draft day.

SCHEDULE OF WEEKLY EVENTS / OTHER

Lineups are due no later than the first game of the NFL week. For the record, this usually a Thursday evening, Saturday morning or a Sunday morning.

Lineups must be submitted with your password on your team page via the Internet pages. DO NOT MAIL your lineup to me unless it is an emergency.  This only creates more work for us.  If you have a problem we suggest you have a friend put your lineup in for you or that you call us.

Drop/Adds/Transactions take place immediately. Drop adds will be closed during games and turned on the following day after games at 8 PM CST.  If they turned off you will be notified.  Every team has 8 depth positions. (Edited 9/7/03).

If a player is not on your roster you CAN NOT use them. Sorry guys but we have to have these deadlines to keep everyone on the same schedule and happy with the league. Please make sure you hit the Re-Load button if you don't see them there. AOL users may have to clear cache to see updates.

The Official weekly update will be posted no later than 3 days after the final game of the week.

Chat Night

Statistics Updates
Updates will operate on a 3 hours after the game basis (unless otherwise posted). Watch for updates to your weekly game.

Make copies of everything you do!! Just start a USFS disk or file and save your work. After you put in a lineup print off the form that comes up as backup. Make a folder and put USFS on it. Teams are required to support any problem that they might have. While we do keep very good records errors can happen and we do at times misplace or lose things.

Injured Reserve:
There is no injured reserve. You have 16 roster spots to hold players as needed.

TRADES/TRANSACTIONS

Trades
For a trade to be valid all owners involved must be E-Mailed to the Commish 2 days prior to that weeks game. Trades must be fair! Fairness as needed, will be decided by the 3 part committee in each league or conference. A trade must have a majority vote to be valid. All trades/transactions MUST be submitted 2 days prior to that weeks game to be valid! All traded players will be entered prior to 24 hours prior to game day. We reserve the right to approve all trades up to 24 hours before game time.

Both team owners must E-Mail the trade to the Commish and the commish will get at least two other members of USFS must vote on the trade. Trade will be posted on the Bulletin Board and other owners will have 48 hours to protest.

Trades may be made for future picks, not to exceed more than one season into the future. All players must be traded up on your roster by Week 12.

First Rule: 1. You may not trade a player down in contract value. All players contracts are guaranteed deals and can not be changed accept to the benefit of the player.

Second Rule: 2. You must have a spot open to sign a player. If you are trading with another team a 4 year player (yours) for his two year player. You must have at least a two year contract open for that player and the other owner must have a 4 year or franchise spot open. Watch this very close when you are making trades as it will save you, the other owner and the commish a lot of work. Whatever the difference between the current contract of the player and your new assigned contract is what it will cost you. In other words, if your trading a two year player for a two your player it is free! Team A trades a three 3 player for a 1 year
player of Team B, Cost Team A = 0 unless they assign him to a 4 year deal (Contract must be open)! Team B = 2 Yes but how many years can that new player stay on my roster. The team getting the player can keep him for the time left on his contract, but my extend the contract by paying CB's/Million if they wish. We want to encourage trading of players in the long haul as players contracts start to expire. The key is that you may want to let a player become a Free Agent and just match and retain. Whatever you do, the point is simple, a player may only be on any given team for a max. of 4 years without becoming a Restricted Free Agent, unless they are a franchise player.

Third Rule: 3. Dropping a Franchise Player in the middle of the season is ok but it will cost you 10 CB's/Million to rename a Franchise Player. Franchise Players may be traded but only to another teams Franchise Player position.

Remember if you sign a player from a 1 year deal to a 3 year deal it costs 2 CB's/Million and you only get to keep the player an additional 2 years (total of 3). 2 year deal to a 4 year deal cost you 3 CB's/Million and you only get to keep the player an additional 3 years (total of 4). So you can only keep a player on your team for MAX of 4years unless they are a franchise player. Again, the max. a player can be on your team is 4 years without going to a Free Agency.

NO TRADES AFTER WEEK 10
* Per our rules week 10 ends when the games of week 11 start.

Transactions

Transactions are done on a first come first serve basis. The system will automatically assign a 1 year contract to any player you acquire and charge you 1 CB/Million for acquiring the player. Owners need to use the Drop Add functionality in the system to pickup players. Added (transactions) players are available for play immediately. You may not move players on and off the FA list at will to juggle your team.

Communication

The web site for your league will allow you to post comments and you can also sign up and post information on the Bulletin Board! All of the owners e-mails are also listed so that you can e-mail each other and discuss league issues or just joke around. We encourage everyone to try to keep communication on a positive level. Trash talking is fun with people you know but is not encouraged unless you know the person your trash talking with! After 3 years in the same league one would think you could do a little trash talking!! Remember leagues are only as good as the owners. If the owners don’t communicate then it makes for a boring league. Please get involved with the other owners!

LEAGUE GOVERANCE

League stability is the Primary Goal!! This is a must READ section and is very important that you understand that negative actions are comments are not in the best interest of any league. As the Commish and owner of the leagues we will waste no time in warning you. A warning should be taken very serious if you are dismissed from the league you will lose all winnings, all deposits and receive no refund.

The Commissioner
The goal is to have a very strong yet fair Commissioner. The Commish job is as follows:
1. Interpret these rules as he sees just and fit.
2. Settle all issues and problems in reference to position eligibility
3. Approve team names and new owners.
4. Preside over drafts and settle draft disputes.
5. Post web pages and provide timely weekly scoring results.
6. Reside over all Free Agent moves and post accordingly.
7. Oversee League Governance committee.
8. Vote on all trades.
9. Handle all Financial matters

Asst. Commish
1 for each 5 leagues (1 team free)

1. Deal with all complaints in reference to the commish.
2. Interpret these rules as he sees just and fit.
3. Monitor Web Board and bring to commish attention any problems.
4. Assist with all drafts.
5. Communicate and bring good will to the leagues.
6. Set up Hosts for the Weekly Chat Room!
7. Vote on all trades.
8. Oversees all extraordinary problems.

Conference/League Representative
(25% discount on team)

1. Reports all problems within the Conference to the Asst. Commish and the Commish
2. Assist with draft!
3. Voting on all trades in their Conference.

Committee of the Whole
The Conference owners will function as the Committee of the Whole (CW), all conference owners will each have an equal vote. The CW reserves the right to veto any decision made by the commissioner with a 2/3 majority vote, least 2/3 of all current owners casting a vote. Each member of the league/conference will be charged with the responsibility of acting in the best interest of the USFS.

Other Issues:

Appealing the Commissioner's Decision:
Only One (1)Appeal per owner will be allowed per season. NO EXCEPTIONS. appealing the decision of the commissioner is very serious and is expected to be a rare occurrence. The process for appeals is as follows:
1. Owner notifies the Commissioner that he or she is appealing the decision. If the owners sends the appeal to the wholes league the appeal will be immediately rejected. We can not have an appeal going out to the whole league.
2. Commissioner notifies the Asst. Commish and League Rep.
3. Owner and Commissioner present their views to the (CW) via the Conference Rep.
4. Committee of the Whole members vote on the issue.
5. No team shall make statements of a public nature that is damaging to the Commish, Asst. Commish or League Rep. Doing so will void any complaint issue the owner has and leave them subject to immediate dismissal by the commish with not refund offered.
6. Trade appeals are considered an appeal to the Commissioner's Decision making ability.

Amendment to the Rules
Amendment to the Rules are allowed in the off-season. There will NEVER be a change during the season! By definition, the season begins once the first pick in the draft takes place. Amendments to the rules will follow this process:

1. Three (3) Conference owners or the Commissioner may request an amendment or a meeting may be
called where all owners would have a right to review or be present to change the rules.
2. A 2/3 vote must be reached for the amendment to pass.
3. If approved, the amendment become a permanent article of the rules and assumes equal status with all
other rules.
4. The owner of USFS reserves the right to make any change at any time.

Reprimanding an Owner

If an owner is considered by the Commissioner, Asst. Commissioner or the Conference Rep to be conducting him or her self in a manner that is not in the best interest of the league, The following steps will be followed:
1. The Asst. Commissioner, Commish or Conference Rep will issue a warning.
2. If a second warning is issued, the Commissioner may recommend that the (CW) remove the owner from the league.
3. The owner of USFS reserves the right to remove any owner at any time for any reason if a % refund is given based on the current season.

Removing an Owner

This is an extremely serious consideration, one which the league will avoid
at all costs! If it arises, this is the process

1. Three (3) conference owners together or the commissioner may request that an owner be removed
2. A vote would then be taken by the CW. A 2/3 vote must be achieved to remove the owner.
3. The Commissioner would assume control of the team and a replacement is found as soon as possible. The new owner will inherit the roster and draft position for the coming season.
4. The owner of USFS reserves the right to remove any owner at any time for any reason if a % refund is given based on the current season.
5. Failure to pay for USFS will result in removal from a league. Winnings gained on your account will be forfeited.

Teams that Fold or remain unpurchased

If a team folds the Commish will control the team and a replacement will be sought for future seasons. 3 weeks of inactivity is considered a folded team. Please, even if your line up does not change, let me know. No Refund for a folded team will be given!

If a team remains unpurchased the team will be controlled by USFS. Any winnings from a team that folds or goes unpurchased will be considered the property of USFS.
